Who We Are

At the Intersection of Science and Systems

CSEIR (the Centre for Surveillance, Immunization, Epidemiology and Research) is a multidisciplinary public health institution established to advance surveillance, immunisation, epidemiology, and health systems strengthening across Africa. Our mandate extends from disease detection and institutional reform to multidisciplinary research, resource mobilisation, capacity development, and the provision of technical advisory services to governments, multilateral agencies, donors, and academic institutions.

Our teams are Africa-based, embedded in national systems, and authorised under our constitutional mandate to enter formal partnerships and arrangements with governments, authorities, and organisations wherever that is necessary to achieve our objectives. We do not measure success by the volume of our outputs. We measure it by the strength of the institutions and systems we leave behind.

Our Mandate

What We Are Established to Do

CSEIR is constitutionally established as a public health, research, and technical advisory institution. The following objects define the scope of our work: not as aspirations, but as the formal mandate against which every programme and partnership is evaluated.

Public Health Surveillance & Systems

To design, implement, and strengthen systems for disease detection, monitoring, and response (including epidemic intelligence, IDSR, and event-based surveillance), and to support health systems strengthening and institutional reform, including service delivery, governance, and programme performance improvement.

Strategic Planning, Research & Analytics

To undertake strategic planning, resource mobilisation, surveys, and field epidemiology, generating the evidence that informs health policy and investment. To conduct multidisciplinary epidemiological, operational, and clinical research, and to provide data analytics, digital health, and decision-support solutions including modelling and visualisation.

Immunisation & Disease Control

To support the design and implementation of immunisation programmes and disease prevention and control strategies, covering routine immunisation, supplemental campaigns, zero-dose population stratification, and programme optimisation at national and sub-national level.

Partnerships & Technical Advisory

To provide technical advisory services to governments, multilateral agencies, donors, academic institutions, and private sector partners. CSEIR holds constitutional authority to enter into lawful arrangements and formal agreements with governments, authorities, corporations, and other stakeholders wherever that is necessary to achieve our public health objectives.

Capacity Development & Knowledge Transfer

To undertake capacity development, training, mentorship, and structured knowledge transfer for individuals and institutions in the health sector, with the deliberate objective that national counterparts can sustain technical functions independently after our engagement concludes.

Regulatory Compliance

To comply with all applicable laws, regulations, and policies governing the health sector in South Sudan and every other jurisdiction where CSEIR operates, including procurement regulations, data protection law, bioethics requirements, and donor compliance frameworks.

Climate, Environment & Sustainable Public Health

To promote environmental protection, climate change adaptation, and sustainable public health practices within the scope of CSEIR's work. Climate change is a health system stressor: it alters disease vectors, disrupts water and food security, and strains health infrastructure in the regions where we operate. CSEIR integrates climate and environmental risk into surveillance system design, health systems assessments, and programme planning where those risks are epidemiologically relevant.

Collaboration & Resource Mobilisation

To collaborate with and support institutions and initiatives aligned with our objectives, and to apply for, receive, and administer grants, donations, and other forms of financial or material assistance from governments, public bodies, corporations, institutions, and individuals, in support of CSEIR's public health mandate.
